if i have a group policy setting some computer configuration, then I apply the group policy to an OU called Accounting. The Accounting OU contains some user account. Then the computer configuration will apply to the computer that the user login? Or I need to add the computer that I want to apply the group policy to the Accounting OU too?

If you are using an OU to apply a group policy to a computer, the computer has to be in the OU.
Remember that when a policy is applied against a computer it does not get applied until the computer starts up.If you apply a policy against a running computer you need to reboot that computer.
