Group Policy Permissioning

I am having an issue with applying group policy to users. I have created a group policy to assign Microsoft Office to all domain users. I have created the relevant share and assigned the everyone group full-Control. However when users log onto their machines and and run the application from the start menu (e.g. word or excel), it starts installing and then says you do not have sufficient rights to install it. This does not affect any users with admin rights. Is there any other pemissioning that needs to be done as I do not want to give ordinary everyday users admin rights just so that they can install software. Any help would be appreciated.

Do a setup /a. Use UNC path and assign it to the computer not user this way it installs before the user logs on, BTW they only need Read access to the share.
 
If this is an MSI package, then build a GPO using the Computer configuration and Software deployment; browse the network to your share when setting it up. then assign it to the computer(s) that need it.
 
I have created the the GPO again and assigned it to all computers instead of users. However when the user tries to use the application from the start menu they still get the error of them not having sufficient rights. I have checked the software share and all users have read access. Is there anything else I might of missed. Any help would be greatly appreciated.
 
The users that receive the error message are only members of the Domain users group. If I add them to the Domain admins they are able to install the application.
