Group policy on "Access this computer from network" gets reset....

i cant seem to access certain pc wihtin my network because the "access this computer from network" rights has no defined users or groups. when i attempt to add users or groups in this user rights..it gets reset again to empty. i have a windows 2000 server for a domain and my client are using windowsxp. why group policy for the domain isn't configure but the clients group policy for that certain user rights in accessing the pc from the network keeps reseting to empty. why is that? could someone help me with this one.
 
Did you made that pc with the Win2000Server a Domain Controller or you just installed the OS ?
Did you create an Active Directory?
Did you set to the Active Directory all the computers and the users that logon to your domain?
 
Are you a member of the local Administrator Group?
