Group Policy for TSE

I have a citrix TS farm and need to lock down IE on the servers for users or groups of users. I can't seem to find a policy for locking down favorites, default home page, or preventing downloads. Would it be easier to do this in the reg on each server? I need my admin accounts to be excluded from any new rules. I would like to know how some of you might be doing this. Thanks.
