Group Policy fails on TS (partially)

I have several 2000 Terminal servers in an OU created just for them. I have a group policy defined for the OU that (among other things) sets the Internet Explorer connection settings for our proxy server. This works great for 6 of the TS's, but one of them won't take the settings. It DOES take many of the settings defined in the GP however. I have used the gpresult.exe Resource Kit utility (which verifies group policys and the changes they make) on the bad server and a good server and found the output nearly identical. The only difference is that none of the settings defined under "Windows Settings" in the "User Configuration" portion of the GP are applied to the bad server.

Any help is appreciated.
 
The User configuration settings need to be applied to user account objects not computer account objects
