We have a 40 user, XP/2000 environment. We have 2 servers, one running W2k and the other we just upgraded from W2k to W2k3. After this upgrade we added the W2k3 as a DC. Now when openning GP we get an error: "Failed to find a domain controller. There may be a policy that prevents you from selecting another domain controller. [Details] The network path was not found"
In Event Viewer > Application on DC2 (W2k3) I see the following two errors over and over again:

The following error is in DC2's Event Viewer > File Replication Service:

The File Replication Service is having trouble enabling replication from [DC1] to [DC2, W2k3] for c:\windows\sysvol\domain using the DNS name [DC1].[domain name].com. FRS will keep retrying.
Following are some of the reasons you would see this warning.
[1] FRS can not correctly resolve the DNS name RMM1.raisingmoremoney.com from this computer.
[2] FRS is not running on RMM1.raisingmoremoney.com.
[3] The topology information in the Active Directory for this replica has not yet replicated to all the Domain Controllers.
This event log message will appear once per connection, After the problem is fixed you will see another event log message indicating that the connection has been established.

On DC1 we are getting this error REPEATEDLY: Event Viewer > File Replication Service:

The File Replication Service cannot replicate d:\winnt\sysvol\domain because the pathname of the customer designated staging directory:
d:\winnt\sysvol\staging\domain
is not the fully qualified pathname of an existing, accessible local directory. (wierd thing is the winnt folder is located on c: and not d:???)
Here are some of the fixes I have seen and used to no avail:
1. Added both DCs to each of the DC's hosts file (local DC entry first)
2. Added "D2" and "D4", respectively, to both server's "BurFlags" registry key
Any advice?
