group policy editor not working

i've set up a samba server as a domain controller. all user accounts can log into the domain fine and they pick up the login script to map network drives but I cannot get the group policy editor to work.

I am logging on to the domain on a XP Pro pc as the administrator.

but when i try to use the group policy editor i get an error message telling me i have not logged on with a domain user account (which I have). I have also tried loggin onto the PC directly and using group policy editor this way but still get the same message.

It's probably something stupid i've missed but any pointers would be a great help.

create a user in samba that you want to have admin rights besides the administrator. log in with the LOCAL admin account once the user is set up in samba. add the new domain user into the local admin group on the local machine. this will give the domain user admin rights on that machine. log off as administrator and back in as the newly created user. make sure that you are logging into the domain and not the local machine. as you should know, there will be a choice in the login screen of the windows xp machine. if it loggs in, go to start > run > type "gpedit.msc" it should open the editor.
 
it still only allows me to edit the local policy for the pc and not the group policy for the domain.
