Group policies only applies to some user in OU

I am running W2K i've set up a OU with a GP but the GP is only applying to some of the users. It seems to only be applying to older users. If I create a new user the polices will not apply to that user even though all the users are under the same OU. Please help. Thanks.

The GP are lock down policies for my terminal services. Some users will be locked down while others aren't.
