Group policies for terminal server without Active Directory

Hi,
We have set up a W 2003 server with Terminal Services to demo an application.
The information I can find on how to lock down the user seem to apply to servers with Active Directory installed, which we don't need. How can I lock down the server so the users can not see files, configure the desktop etc?
Any help much appreciated

I should write something here.
 
as local admin, open a fresh mmc on the server

then find and add the Group policy snapin
you can change local policy much as if it was a domain gpo...

Can I ask another question? Will that allow me to control their read rights for directories on the server?

No, you would set read rights normally using NTFS permissions.
