Group mailbox issues

This must be a reasonably common problem, but the solutions i seein the forum dont seem to answer my need.

I have an enquiries mailbox set up. All mail is forwarded to all 3 Customer services people. This is good they all see the message, but if they dont communicate between themselves they can either all answer the message or all ignore it.

So what I would like is that instead of them all recieving the actual message, they recieve notification that a message has arrived in the enquiries mail box (we may only get one or two a week so regular checking is not rewarded).
Then they have access to the mailbox to process it (either by adding it to their outlook account or as a delagate) and if it shows as read or has been deleted they know they an ignore it, therefore only one person works on the message.

We currently use exchange 5.5 & outlook 2000 & 2003

we are moving to exchange 2003 and outlook 2003 shortly

Any ideas?
