Gremlins changing file attributes

Hi, all. Hope someone can help.

Environment: NT 4, IIS 4, w/Front Page. Web Authors have 'full control' permissions, one of whom is a DOS diva who can, and does, change file attributes from command-line.

Problem: periodically, numerous various folders have all the .HTM files turn up 'Read-Only' (which obviously makes it rather difficult to update). Web Authors insist that they are not doing this.

My question: is there anything in the stated environment which would, given the right circumstances, automatically do this to .HTM files, in the absence of explicit, purposeful manipulation (seems to me I recall seeing something about FrontPage in that regard)?
