I have several proprietary business related Excel programs. No macros were used in the development process.
Is it possible to insert animated .gif files without VB or using macros?

I'm using XP home (Excel 2002).

AFAIK - no. You can insert a gif as a picture but it won't animate. The only way to really get any animation is to use vba to cycle through a selection of jpegs
