Graphics filters for .gif files

Does anyone know how to set the .gif graphics filter to work? It is installed on my machine, but Access is not using it to open a .gif image on my reports. I have office 2000 professional edition.

Also, is it possible to package that .gif graphics filter with my application in the package and deployment wizard??
