GPO For ODBC?

How do I allow editing querys from ODBC through Excel within a domain without adding a user to the Domain Admins group. Currently they are in the Domain Users group and I do not want to add them to the Domain Admins group. Is there a group policy that can allow this. Right now they can read the queries but cannot modify or edit. Any help will be much appreciated.
