GPO for Adding Custom Desktop Shortcuts

Situation: In my domain of 400+ Windows 2000/XP clients, I need a GPO that will let me add custom short cuts to users' desktops. The shortcuts will be to server-based applications, websites, etc.; anything you can make a shortcut to.

Is there anyway to do it?

Ideally I'd want to do this similar to the way there is that GPO for User Configuration>Browser Maintenance> that lets you add custom links and Favorites to Internet Explorer.
 
Not sure if this is what you're looking for, but in the User Configuration portion of group policy, under Administrative Templates\Desktop\Active Desktop , you can do an ADD/DELETE Items. Of course, you have to enable Active Desktop as a Policy as well.
