GP - enabling Shockwave Flash

Hi guys,

I'm trying to get a group of public access PC's to enable the ActiveX control of Shockwave Flash so when users go to websites that require it then it will install automatically rather than me going round to each PC and doing it manually. I've enabled the following in GP:

Computer Configuration>Administrative Templates>Windows Components>Internet Explorer>Disable Automatic Install of Internet Explorer components (DISABLED)

User Configuration>Administrative Templates>Windows Components>Internet Explorer>Administrator Approved Controls>Shockwave Flash (ENABLED)

Despite the above, users are prompted to install the Flash plugin and are unable to as they are users and do not have administrator privilages.

Are there any other policies I have to edit?
