Governing Proxy Server Usage

Does anyone know how to limit the amount of data that can transfer through the Proxy Server (pipes) at a given time?

We have recently increased the amount of internet/vpn usage and are in turn getting charged an inexorbitent fee by our ISP.

They have no way of limiting the bandwidth.
Any suggestions on how to do it using Windows 2000 Server or a third party product.
