GoLive CS Drop Box Nav Menu Problems

I'm trying to create a navigation bar with drop down boxes that show up on mouseEnter of an image. So, I put layers where I want the box to appear then I placed the image I want to show up on mouseEnter in each layer. Then, I added the Show/Hide action to the main images and picked 'show' and the appropriate layer that should be shown. Then I turned of the visibility for each of the layers of the secondary navigation menus and previewed the page. When I do this the layers and their images all show up at once when the page loads. This happens in IE6 and NS7.2. Why doesn't this work? It should, shouldn't it?

Another alternative is to get the MenuMachine plug-in. This is a great plug-in for creating a wide variety of menus.
