That's done with a radial gradient fill.
You can set these up in the COLOR MIXER panel (select the option from the dropdown list then use the colour slider to get the effect you want). If you want to fade the edge out smoothly so that it's transparent use the 'alpha' setting which is under the R,G and B readings.
