Giving a user install rights on local machine

Through GPOs can you give one user the right to install programs to a specific machine? I have one user who needs install rights on their machine for certain webbased apps. Can I give this user install rights and it over-write the Domain GPO? Been awhile since I dealt with GPOs.
 
if this one user requires rights to a specific workstation you will either need a seperate gpo.
