Getting to know the location of a user?

Hello,

I want to create a voting application where only people who are (at that moment) situated in a specific country (in my case: Belgium) are able to vote but I'm kinda stuck on this one... Is there any way I could know the location of the user without simply giving him the choice of filling in his details?
Anyone who can help me out how to handle this problem would be highly appreciated.

IP addresses are handed out by geographic region, and RIPE ( handles addresses for Europe. You can perform a whois query against RIPE's database to see where a particular address is registered.

But keep in mind that none of this is deterministic. If a Belgium-based company has a network the primary internet connection of which is in Belgium, you could have an American employee of the company in New York show up as being in Belgium.
