getting pages already made to edit

Isnt there a way to just grab a web page that you like from the web and edit it to your own design. I want to grab someones whole web page that I like the format for and use it changing the graphics or words that I want? But it seems you have to put in the password and such for that page. I was told with dreamweaver you can just take a page already made on the web and change it for yourself.
