Getting busy tone over paging speakers after disconnect

IP500v2, R9.1. At a remote site, I have a Grandstream ATA HT702 going to a Viking RAD-1A then to a Viking V2000 amp. When I dial the extension, I can page just fine. When I disconnect, I'm getting a busy signal over the paging speakers. I'm thinking it's a setting on the Grandstream, but can't nail it down. Anybody have any thoughts?

Also, I'm trying to make this SIP paging extension work as a group page with no luck. I've tried SIP_ALLOW_PAGE in the user Source Number, but no luck. Any suggestions appreciated.

Could a different device like a SNOM PA1 help with these 2 issues I'm having?
 
Why is there so much hardware? Typically you just need an impedance matching device or a SIP paging adaptor, not both. I would say the SNOM would be a better solution, they get high praise, but the issue you're having is the ATA doesn't support or isn't set for disconnect supervision :)

 
We always use the SNOM and no issues, ever.
You are right the Grandstream is your issue but I would not know which of the hundreds of settings are the ones you need.
