Get Global Address List w/o Outlook

I have what might be a very odd question.

Does anyone know how to access the Global Address List on a machine that does not have Outlook? I have read hundreds of html pages and articles, but this subject is one of the worst documented subjects i have researched. I have read that it should be possible to use cdo or ldap or something, but i cannot find ANY info about it. any help would be greatly appreciated. thanks.
