I need to be able to get a User_ID from a Cookie and run a PL/SQL (Oracle) query to see which values a user has access to in order to populate a drop-down box.

For the cookie code, you'd need to ask in the JavaScript forum. For the PL/SQL (Oracle) code, you'd need to ask in the appropriate forum.
