Geo Redundancy database replication

I have a CS1000E rls 5.5 in service. I just added a geographically redundant Media Gateway. The database is set to replicate after every datadump. All indications are that this process is successful. However, not all of the phones that we built for the new site get replicated. I built 90 IP sets but only 70-75 of them are showing up at the GR site callserver.

Has anyone seen this before or had other quirky issues with GR call server db replication?

update........Once I got access to the GR site, the CS there was in active state and this is what was causing the db not to replicate. I had 2 phones registered locally but the DN was not in NCS so it could not redirect to Primary CS. Once I added those entries, the Alternate CS state changed to deactivated and the DB replicated properly.
