Generate Shortcut with Literal Variable designation

I'm trying to generate an SMS install package for the Java Runtime Engine, and as part of the JRE installation, it generates a shortcut which specifies the variable %CLASSPATH% which is passed on to the executable. The problem I'm having, obviously, is that the SMS installer refuses to compile without this variable being defined. This variable needs to be literally in the shortcut as a variable and is not part of the scope of the install script. Does anyone know of a way to tell SMS Installer to treat this as a literal value? Thanks!
