geforce2mx400 hardware acceleration major issues!!

i am using an inno3d geforce2mx400 and windows will not fully load unless i boot in safe mode first and set the hardware graphics acceleration under system properties to the second lowest (of 4) notch. this is preventing directdraw and direct3d from running properly and hence dvds from playing. anyone else have this graphics card or experience similar problems? help!
 
Problems like this are nearly always software related.
Download the latest Detonator 4 XP drivers, uninstall all remnants of the old drivers and install the new ones.
It may be a good idea just to make sure the card is pushed properly into it's slot.
Also make sure if the motherboard has onboard graphics that the primary display adapter is set to AGP slot (if indeed the g/force is AGP) and apropriate adjustments made in the bios where needed for 4X AGP etc. Martin Vote if you found this post helpful please!!
 
HERE is the 2 most important issues that you need to address:

FIRST: Before you EVER update video card drives, you MUST
install the appropriate DIRECTX version, in this case 8.0a,
(but you might as well use 8.1 since it's already out)
Note: VIDEO drivers must be installed AFTER DirectX.
*(read the README Files - you'll see)

SECOND: MAINBOARD SETUP!
You didn't list anything at all about your computer.
Is it VIA BASED ??
*THIS IS CRUCIAL***
Via4in1 drivers...... especially for the AGP functionality.

THAT SHOULD BE DONE FIRST:
>then install DirectX

THEN the video card drivers
(why do the rookies NEVER read the readme files ????)
