I found out from Crystal Decisions that manual Scale settings are static - they cannot be set by a formula.
The solution, in my case, was to predetermine a number of Scale ranges, and create a section for each of these ranges. I then suppressed the sections that did not satisfy the results of a formula - leaving only one section with the Scale range I wanted for that set of data.
