GAL not visible using Outlook 2000

I am slowly migrating over from a Exchange 5.5 server to a Exchange 2003 server. I have only one user in the Exchange 2003 for now to do some testing. This user goes to send a message using Oulook 2000 and clicks on the TO: buttton and can not see anyone in the Gloal Address List. How can we make these visible? He can see his contacts and shared contacts though.
