GAL integration

We are the subdivisions of a main headquarter company, all of us using Exchange 2003 SP2. We're only 70, they are 1500. Until now, I created a public folder to make some of their adresses available for my users. I did so because I do not wanted to have 1500 adresses in my 70 users GAL. This is even more relevant now that we're using 2003, were I would have to create a user for every e-mail. It has though 2 inconvenients : it's not synchronised, and I can't use local certificates and encryption published in our ADs.

The most urgent would be synchronisation. How could I have 1500 adresses really integrated in some way to my exchange organisation, without having to create users, or at least without having it directly into my GAL ?

Any info would be welcome.

 
Synchronise would suggest the GAL.
Certs and encryption would suggest the GAL.
You don't want PFs.

I can't think of a way.

As a one off I'd export their GAL to CSV and import it to a Contacts folder as a PF but it won't give you sync.
