G3R to S8720 Migration Questions

Two states with currently separate switches will be joining via the S8720 platform. Will we need to merge dial plans or will we be able to retain them as they are (generally)?

I would like to enable remote access to the overhead paging at both sites. The first site has it working, using the vector below. I can't get it to work at the second site and I believe it is because we are using DAC for the digit string that we use for paging. Also, the first switch uses TACs of 7XX, but there is no reference to such in the dialplan. How can it use 7XX (734, 722, etc.) without the dialplan stating it can?
