Fuzzy tooltip on screen

This is really odd issue. I have just built a new computer (everything is new). On the desktop, the tooltips in the corner seem very fuzzy/fainted (It could be everything in the corner, I can't tell very well). When a window is maximized, everything seems clear. I have a ati 9800pro 128mb ez. Do you think I have a defective part (video/monitor, though my mb may be defective)? I should be able to try a different video card in a couple of days.
 
Tricky to diagnose this from a distance! The video cable and monitor are more likely to be suspect than the video card. What type of monitor are you using and have you set the video output to the correct resolution and refresh rate for the monitor? If it is an LCD panel, have you tuned it using the panel's controls?

Also if a folder or file is selected to be hidden it will be faded. right click on the folder or file and select properties if the box that says hidden is checked uncheck it and the folder will appear as normal.
