It it is MS ftp (you didn't specify,) then if there exists a folder such that that folder name is the same as a user's NT account, that folder becomes their home. Make each home directory roght off the root, ecause you can go up to the partition's root. If you want an anonynous one, make it a peer of the others, not the parent.
