FTP users on IIS

hi,
I am trying to create a user for the FTP site using IIS on windows 2000 server.I made the user a member of Domain Users group .But this will not allow me to access the site with the user name and password.
But when i made the user a member of administrators group, it allows me to login to the site.
My question is " Can i grant the user access to FTP site and not making the user an Administrator " I require this 'cause I dont want to give the user access to the parent directory but only to a port configured on the FTP site.
ie suppose the site is ftp://IP address , i want the user to be able to access the site ftp://IP address:121 and at the same time the user should not be a member of admin group.I have this requirement because i dont want the user to access the previous directory like ftp://IP address with the new username and password .When the user is a member of admin group (which is the only option for me now ) , Not only the opened port but also the main FTP site is opening .meaning --> with the userame ,password u can open ftp://IP address as well as ftp://IP address:121.

Check the premission on the folder you are using for your default FTP directory. Make sure to give the user you want to access the ftp site premission for what ever files and folders they will access.

You should never use admin rights for a ftp site. I would use anonymous only if it was my site as the passwords are transmitted in plan text. then give very limited access to directories they can view.
