FTP permissions

I setup an FTP server through Windows 2000 IIS. I've set the root directory to be at the root of the E:\, with the Everyone permission set to Full Control on both NTFS and Sharing Permissions (only for testing). I removed the 'anonymous' access and am hopefully using Integrated Domain Authentication.
For some reason, only the administrator account can connect to the site. Other users cannot, even if I add them to the Administrators group. What should I check?
