FTP: connection refused

I am trying to configure FTP access into a Windows NT4 Workstation running Personal Web Server (installed with the Option Pack). I have an Inetpub\ftproot folder which I assume is to hold files to be transferred. However, whenever I try to FTP into the box from somewhere else (using the command-line FTP), I get
ftp: connect :Connection refused
Can somebody give me a step-by-step guide to setting up FTP?

Also you need to make sure if you have a firewall that the proper port mapping is set up and that you can access the right port. Port 21 I believe is the right one.
