FTP and XP

I'm trying to connect to a server via ftp with no luck. The server is running xp-pro sp2 with iis installed. I have enabled the firewall with exceptions for ports 20 and 21. I have also disable the Mcafee Personal firewall. The router is a linksys WRV54G and I have disabled its firewall and am forwarding both ports to the server's ip. The client is running xp-pro and using either cuteftp or ws_ftple. Both are recieving a error "rl-recv: Blocking call cancelled". I can disable and re-enable the firewalls and i get the same error. I've done some checking and it looks like my isp (Comcast) may be blocking port 20. I checked the ports using "Sheilds Up" website. It appears to change, meaning sometimes it looks blocked and other times it appears to be open. Is there a way to get around those 2 ports and use other ones. Any suggestions or ideas Thanks.
 
I have no idea whether this is relevant or not, but there is a "Passive Mode" FTP setting (Internet Options/ Advanced) in IE you can turn on or off?

Specifies to use passive FTP, which does not require your (local) machine to know its Internet IP address. Some network configurations will only work with passive mode turned on, while others will only work with passive mode turned off. This feature allows you to select which mode to use for compatibility with your network settings. Most network configurations will support both modes. The passive FTP mode is considered more secure.
