FSMO Transfer Help: Operations Master is Offline, but it realy isn't

I have successfully transferred 3 of the 5 FSMO roles in my single-domain forest (RID, PDC, and Infrastructure Master), but when I go to change the Operations Master role from an older server to a newer server, the pop-up window states that "The current operations master is offline. The role cannot be transferred." That server is not offline, but apparently the new server cannot seem to find it or connect to it...Is there something that I can do to alleviate this problem? Thanks
 
Yes, I am familiar with seizing the roles, but that is usually for a server that is no longer on the network. This server is actually still running fine, but it is not being found by the new server. Is there something less drastic that I can try? I'm not opposed to doing that, but I would rather correct the problem than leave the problem intact. Thanks for the speedy reply.
 
Sounds like replication is not working. Check the directory service logs on both servers and run dcdiag /v on both.
