frustrating: Can only see part of the remote subnet over IPSEC

After much fidgeting, I finally got a Netgear FVS328 to connect via IPSEC with a Windows 2003 RRAS server over IPSEC. The Netgear side is using a 10.0.0.0/28 and the Windows 2003 RRAS side connects to two subnets with public IPs, both with a /25 mask.

Here is the frustrating part: From the Netgear private network, I can ping every single IP in one of the two subnets on the Windows side. However, the other subnet on the Windows side is only letting me ping the first 50 or so IP addresses. I have verified the network ID and mask are correct on both ends. What could be causing this?

problem resolved....it went away after I added a persistent route into each box. No idea why only some were effected.
