I would imagine the need to import the database to MS-DHCP would be for any reservations you may have. Other than that you should just be able to create scopes and scope options in the new MS-DHCP server, make sure your IP Helper Address for the new servers are configured on the routers, shorten your lease time on the linux DHCP, then shutdown linux and activate MS-DHCP. I do not know of a way to import the linux DB into MS-DHCP, nor would I think you would have to. I have done migrations from WinNT to Win2k3 DHCP servers without having to backup and restore the DHCP database. MS-DHCP will make sure an address is not in use before giving it to a client, therefore you should not run into any duplicate IP adddress issues.
