Frequency scaling & sysfs filesystem

Hi!
I am trying to scale the frequency/voltage in PDAs (like Zaurus and iPAQ) which run Linux on them. I have two questions. The second question originates from the first.
1. Can somebody tell me how we can scale processor frequency/voltage in Linux. Is there any standard API defined?
2. I came across some resources on the internet which say that Linux (kernel 2.4 onwards) provides some interfaces for changing CPU frequency. These interfaces are basically files in the sysfs filesystem (a virtual filesystem). I found out that my installed kernel does not support this filesystem currently. How do I build the kernel so as to support this filesystem? Any pointers?
