Freezing cells in Front Page

Can anyone tell me how to freeze cells in front page so when I scroll down the page those cells dont move?
 
Sort by date Sort by votes
Put the cells in question into a shared border, top,bottom right or left. Then no matter what you do with the main section of the page, the shared border stays the same.
Check for an example.
