Does anyone know of a platform for free call delivery outside the UK particularly US, with a credit limit.

I'm not sure what you mean by "free" and "with a credit limit."
However, companies like provide pre-paid h.323 gateways to the PSTN. Their rates are resonable, but the quality can suffer depending on your location. NAT can be an issue as well.
