You can use an imapi wrapper or pay for some control that does it. I wrote two examples of using wrappers, one uses the "xp burn component"

Both the wrappers are written in c#, but can be used from vb.net

Precompiled dll's are available for the wrappers, info in the psc downloads.
I use the vbaccelerator wrapper. I'll probably rewrite the code on psc soon to tidy it up (use a naming convention, lol) and include some other things I've learnt since.
