Frames, why work on PC but Not macs?

I'm trying to develop a page consisting of 5 frames and only one of them is going to scroll, I have never tried this before and I have a PC guy helping me and I work on a mac, everything works fine when he creates these frames on a PC but on a mac, it resizing everything even though the 'no resize' button has been selected. Has anyone got any further ideas.
