Frame banner/image design

Hi,
I have created a page with frames - one along the top of the page and one down the side.

The frame along the side of the page will contain my menu system which has been written in Java script.
The frame along the top will just contain an image that I am going to create in Photoshop 7.

My question is how do I go about creating the image that will take up the entire frame area?
What size should it be?
how do I ensure that it will look good no matter what resolution the users desktop is?

any help with the creation of the afore mentioned image will be gratefully received.

depents on image content.....
use a table with the W=100% and measure your frame size...crop the image of the same size....

if ur NOT new at PS and slices look at this page for ideas
