Frame Background

I am using Netscape 7.0 as my HTML editor. I would simply like to apply a background behind my frames, in the main frame. Currently, when I insert a graphic, the jpg file defaults to the bottom. Unfortunately, netscape allows no control that I can understand here.

Secondly, is there a good HTML editor our there for Windows 2000, that allows visual manipulation?
