Anyone know how to merge data into a PDF document? Data is in FoxPro table and need to merge into a PDF document and then make the document read only......

You're going to need Adobe Acrobat for that. There are several ways to do it, but probably the easiest is simply to design a Foxpro report according to how you want the final output to look, output it to PDF using the PDFWriter driver, then merge the page(s) into your final PDF document using Adobe Acrobat.
