forward on busy set can't be camped on?

BCM 450 6.0: Is there a conflict in using forward on busy to vmail and the camp on feature?
Phones trying to camp to a specific foward on busy phone get denied. The transfer to vmail tone was also eliminated in mailbox on the set being forwarded to.

Yes. A call hits a busy extension so it immediately forwards to the forward destination. There is no opportunity to 'camp'.

Most times, I'd just program in the Forward No Answer instead and give 2 Appearances of INTERCOM and Target Line (Ring Only).

The second call rings at DN and then forwards.
